Rules and Regulations

 

1. For a horse to be eligible to be recorded in an approved Thoroughbred Stud Book, the horse must be a product of a mating between a sire and a dam, both of which are recorded in an approved Thoroughbred Stud Book or either or both must have been promoted from a Non-Thoroughbred register under the terms specified as below:

      • The horse can prove eight Thoroughbred crosses consecutively including the cross of which it is a progeny.
      • The horse’s pedigree can show such performances in races open to Thoroughbreds in both the Thoroughbred and Non-Thoroughbred sections of its pedigree as to warrant its assimilation with Thoroughbreds.
      • The promotion is approved by the unanimous agreement of the International Stud Book Committee.

2. A foal is eligible to be recorded in an approved Thoroughbred Stud Book only if the following conditions are met:

      • The Thoroughbred must be the result of a Stallion’s mating with a Mare, which is the physical mounting of a Mare by a Stallion with intromission of the penis and ejaculation of semen into the reproductive tract. As an aid to the mating and if authorized by the Stud Book Authority of a country certifying the Thoroughbred, a portion of the ejaculate produced by the Stallion during such mating may immediately be placed in the reproductive tract of the Mare being bred.
      • A natural gestation must take place in, and delivery must be from, the body of the same Mare in which the Foal was conceived. Any Foal resulting from or produced by the processes of Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation even though not herein specified, shall not be eligible for recording in any Thoroughbred Stud Book approved by the International Stud Book Committee.

3. The Thai Stud Book and the Non-Thoroughbred Register shall contain official parentage pedigree and identification records of all racehorse foals born in Thailand. Under the Rules of Racing, only horses born in Thailand that have been accepted into the Thai Stud Book or the Non-Thoroughbred Register are eligible to register for racing.

4. Thai Stud Book will separate horses upon registration into either the thoroughbred or non-thoroughbred category. Only horses meeting the qualifications of a thoroughbred as described in No.14 of Definition and Terms will be admitted to the Thai Stud Book.

5. Horses entered as foals in the Non-Thoroughbred Register are eligible for promotion to the “Thoroughbred” status if it can be proven that, the horse is a product of eight verified and recorded consecutive thoroughbred crosses including the cross of which it is a progeny, and, it can show a record of high standard in racing performance. Such promotions shall be approved by the unanimous agreement of the International Stud Book Committee.

6. All horses must be accurately identified before being accepted into Thai Stud Book’s official records. Identification process includes the recording of natural visible features such as color, whorls, markings and other acquired markings such as brands or tattoos, and, the horse’s age, blood type profile or DNA type profile. Imported horses are considered officially registered when their identification have been checked against, and found to match, the details on Export certificate from the stud book authority of its country of birth.

7. To become eligible for acceptance into Thai Stud Book’s official records, all foals born in Thailand must be parentage validated whereby a foal’s blood type profile or DNA type profile is matched against its sire and dam’s blood type profile or DNA type profile and the result must show inclusion.

8. To be registered as stallions or broodmares by Thai Stud Book, horses must be retested for blood type profile or DNA type profile and have the recent profile matched against the profile from when they were registered as foals. This rule also applies for imported stallions and broodmares.

9. For foals to become eligible for acceptance in the Thai Stud Book or Non Thoroughbred Register, the following official documents must already be submitted with Thai Stud Book.

      • Covering Certificate – an official Thai Stud Book document to be used by the owner of a stallion to confirm its covering(s) whereas the white copy is to be given to the owner of the broodmare, the pink copy is to be sent to Thai Stud Book, and the blue copy is to be kept by the stallion owner for reference.
      • Mare Return Form – an official Thai Stud Book document to be lodged annually with Thai Stud Book by the owner of broodmares to declare each mare’s status in the past year, such as, whether the mare was used for covering or not, and if so, the outcome of that covering

10. A mare is said to be “returned” to the Stud Book when her Mare Return form for that year is submitted. From 1st January 2018, mares that have not returned for two consecutive years will be struck-off from Thai Stud Book and to be re-admitted into Thai Stud Book would mean going through the same registration procedures and fees as a new broodmare.

11. To be eligible for acceptance and recording in the Thai Stud Book, a foal must be:

      • A product of natural service or covering, the result of a Stallion’s mating with a Mare which is the physical mounting of a Mare by a Stallion with intromission of the penis and ejaculation of semen into the reproductive tract. Artificial insemination is prohibited.
      • A natural gestation must take place in, and delivery must be from, the body of the same Mare in which the Foal was conceived. Embryo transfer is prohibited.
      • Modification of the heritable Genome of a prospective or registered Thoroughbred, during it conception, gestation or at any stage thereafter in its existence, will result in the horse forfeiting its status as a Thoroughbred.

12. Any Foal resulting from or produced by the processes of Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation not herein specified, shall not be eligible for recording in Thai Stud Book.


Registration of Stallions and Broodmares

 

13. Registration of stallions or broodmares by Thai Stud Book includes:

      • The physical examination of the animal to establish its identification, and, for Thai-born horses, have it verified with the “Certificate of Identification” issued at time of foal registration by Thai Stud Book or, for imported horses, verified with the “Export Certificate” issued by the stud book authority of its country of birth.
      • The collection of hairs sample to establish a DNA type profile and, for Thai-born horses, have it verified with the previous profile from the time of foal registration or, for imported horses, verified with the profile from the DNA typing laboratory of its country of birth.

14. Application for stallions and broodmares coming from retired race horses Application for registration of Thai-born stallions or broodmares coming from racing retirement will be considered by Thai Stud Book upon receipt of the following:

      • Completed “Racing Deletion Form” and “Application Form for Registration of Stallion or Broodmare” handed down from the Central Registration Office.
      • Four 4×6 ins. color photographs to show front, left-side, right-side and rear view of the horse.
      • The horse’s original passport.
      • Fee per horse:
        1. Equine Parentage DNA testing fee 2,500 (THB)
        2. EIA Testing fee 500 (THB)
        3. Registration fee 1,000 (THB) (for Zone 1) or 1,500 (THB) (for Zone2) or 2,000 (THB) (for Zone 3)

15. Application for Imported Stallions and Broodmares Owners who wish to import stallions or broodmares must send a letter of intent to Thai Stud Book 15 days prior to the horses’ arrival in which the letter must state the following details:

      • The country of origin or country which the horse is coming from.
      • Number of horses and sex of horses to be imported.
      • Means of transportation and port of entry.
      • Estimated arrival schedule.
      • Place to be kept at stud.
      • Name, contact address and telephone number of owners.

After arriving in Thailand, following documents are to be submitted within 30 days of the arrival date:

      • Letter confirming arrival date, name and sex of the horse(s), place to be kept at stud, owner’s name, contact address and telephone number.
      • Completed “Application Form for Registration of Stallion or Broodmare”.
      • Original passport for identification purposes.
      • The Department of Livestock’s import approval documents.
      • Import entry or airway bill.
      • Four 4×6 ins. color photographs to show front, left-side, right-side and rear view of the horse.
      • Fee per horse:
        1. Equine Parentage DNA testing 2,500 (THB)
        2. EIA Testing fee 500 (THB)
        3. Registration fee 1,000 (THB) (for Zone 1) or 1,500 (THB) (for Zone2) or 2,000 (THB) (for Zone 3)

Registration of imported horses is taken as provisional until the official Export Certificate or the endorsed Stud Book Certificate is received from a stud book authority of the country that exported the horse, and, DNA type profiles or blood type profiles have been verified.

It is the duty of importers or owners of “mares-in-foal” to ensure that the official covering certificate of the stud book authority of the country where the stallion (that covered the mare) is standing, is signed by the stallion’s owner and is duly sent to Thai Stud Book for perusal prior to the foal’s birth. The certificate shall contain the name of the mare, name of the stallion, covering date(s), name and signature of stallion’s owner or authorized person.

16. A stallion or broodmare is considered provisionally registered until its DNA profiles or blood type profile can be verified, against the DNA type profile from the time it was registered as a foal or, for imported horses, with the profile from the DNA typing laboratory of its country of birth.

 

Covering Certificate

 

17.  A covering can only be reported by the stud farm at which it had physically occurred.

18. The stallion’s owner is responsible for submitting covering certificates for each covering of a mare, irrespective of the result of the service.

19. The stallion’s owners shall provide fully completed and signed covering certificates to owners of mares after the last covering.

20.  If the mare’s owner loses the covering certificate, a duplicate copy must immediately be requested from the owner of the stallion.

21. A stallion or mare must be at least provisionally registered before using for breeding.

22. If a mare was covered by more than one stallion, a covering certificate from each of the stallion must be submitted separately.

23. The breeding establishment is responsible for reporting the covering to Thai Stud Book up to 30th September of each year. The effective date of receipt of a Covering Certificate of an un-registered mare will be the date on which the said mare is finally registered.

24. The stallion’s owners will be required to issue and sign the Covering Certificate in the format published by Thai Stud Book, latest by the deadline of 30 September of each year. The covering reports received after that date will be charge (1,000) THB. / Month.

25. The breeding period start from 1st February and ends on 31th August of each year.

26. If the mare is lost after breeding in the place of breeding, the stallion’s owner should report the matter immediately to Thai Stud Book.

27. In case after breeding, the mare does not become pregnant, the matter should be reported by the mare’s owner to Thai Stud Book

Registration of Foals

 

Notification of Birth

28. Breeders shall notify Thai Stud Book of a foal’s birth within 45 days of its foaling date, if it is intended for the foal to register for racing and the following are to be submitted:

      • Completed “Application Form for Registration of Foal” with the following details:
        1. Date and place of birth.
        2. Color and sex.
        3. Name, address and telephone number of breeder/owner.
        4. Distinguishing marks and proposed brands (if any).
      • Four 4×6 ins. color photographs to show front, left side, right side and rear view of the foal.
      • Mare owner’s copy of Thai Stud Book’s prescribed covering certificate signed by owner of stallion or authorized person, stating name of stallion, name of mare, and first and last dates of service.
      • Fee per foal:
        1. Equine Parentage DNA testing fee 2,500 (THB)
        2. Microchip fee 500 (THB)
        3. Registration fee 1,000 (THB) (for Zone 1) or
        4. 1,500 (THB) (for Zone 2) or 2,000 (THB) (for Zone 3)

29. For cases of multiple coverings of mares, all stallions’ names must be stated on the foal’s registration form whereas covering certificates must be submitted separately.

30. Late notification of birth shall be accepted under the discretion of Thai Stud Book and may be subject to payment of a late fee no less than 500 (THB) each.

31. Only foals born in Thailand that are products of sires and dams already registered with Thai Stud Book can be accepted for registration. For foals conceived abroad that are born in Thailand, the dam’s covering certificate or a covering confirmation stated in her Export Certificate from the stud book authority of the exporting country must be submitted.

32. A foal is considered provisionally registered until it passes parentage validation which requires the matching of its blood type profile or genetic typing (DNA type profile) with its parents’ profile (to show inclusion).

33. According to the Genetic Laws of Heredity for Coat Color, Thai Stud Book can refuse the entry of foals with coat color inconsistent to the registered coat color of its stated parents.

34. Thai Stud Book may refuse the entry of foals whose dams’ reported gestation period is at significant variance to the accepted limits.

35. Important dates & Official Breeding Seasons in Thailand.

      • Covering Season (1st February to 31th August)
      • Foaling Season (1st January to 31th July)

36. In case the foals born out of foaling season (during 1st August until 31th December). For the registration must be pay to charge as follows:

      • Foals born during 1st Aug – 31th Aug must be charge 10,000 (THB)
      • Foals born during 1st Sep – 30th Sep must be charge 20,000 (THB)
      • Foals born during 1st Oct – 31th Oct must be charge 30,000 (THB)
      • Foals born during 1st Nov– 30th Nov must be charge 40,000 (THB)
      • Foals born during 1st Dec – 31th Dec must be charge 50,000 (THB)

Registration of Ownership

 

37. The ownership of stallions, mares and foals is registered as follows:

      • Stallions and mares retired after racing in Thailand, provided that the concerned Racing Authority confirms the last date of race of the said stallion or mare in writing.
      • Imported stallions and broodmares as show on the commercial invoice, the Export Certificate and the documents issued by the Thai customs authorities.
      • Unraced Thailand – bred stallions, mares and foals as on the records of Thai Stud Book.

Report of Horses Sheltered and Movements

 

38. The Breeding Establishments are required to report the list of all horses sheltered to Thai Stud Book on an annual basis and up to the end of December of each year in order to be registered. The report shall include the following:

      • Stallions
      • Broodmares
      • Two-year old horses
      • Yearlings
      • Foals

39. The Breeding Establishments are required to report the death of stallions, broodmares, colts, fillies, and foals including foals waiting to be registered, by submitting a notification letter to Thai Stud Book within 30 days from the day of death.

40. The Breeding Establishments are required to report pregnancy casualties such as aborting, slipping, foal death (at birth), etc. in Thai Stud Book’s prescribed “Mare Return Form” in which the breeder/owner must submit to Thai Stud Book at the beginning of each year.

41. The Breeding Establishments wishing to change their registered Thai-born stallions or broodmares back to the “Racing” status may do so on the condition that the horse’s age does not exceed 6 years old, whereby a letter of intent is submitted to Thai Stud Book for acknowledgement and Thai Stud Book will send the matter to the Thailand Horseracing Association for approval and acceptance. The horse is subject to re-inspection by the Inspection Committee upon the first day of its resumption in racing.

42. The Breeding Establishments shall notify the movements or permanent transfers of all stallions, broodmares and foals by submitting details in a notification letter to Thai Stud Book within 30 days of movement.

43. Records of ownership of stallions, broodmares and foals will be as initially registered with Thai Stud Book until further notification on the change in ownership from the previous owner is received. Failure to report the transfer of ownership to Thai Stud Book may result in the delay or refusal of entry.

44. Change in ownership of a racehorse must be reported to the Thailand Horseracing Association until such of time that they are registered for breeding.

 

Exportation

 

45. It is the responsibility of the breeder/owner to notify the intent to export his horse to Thai Stud Book no less than 15 days before the day of departure from Thailand and such notification shall include the date of departure, name of country of destination, means of transportation, port of exit, and, the name and address of the buying agent or new owner.

46. Thai Stud Book will issue the “Export Certificate”, for Thai-born horses, and for foreign-born horses such as imported stallions or broodmares, an “Export Certificate” for attaching to the original Export Certificate from the country of birth. These documents will be sent directly to the stud book authority of the country of destination. The issuance of certificates of exportation can be carried out only for horses that have been parentage validated.

47.  Application fee for export certificate issuance/endorsement is 500 (THB) per horse. Fee for late applications received after 60 days from date of departure is 1,000 (THB) per horse.

48. All exported horses must have their identity established to the satisfaction of Thai Stud Book prior to departure and their passports must be submitted for endorsement.

49. In exporting broodmares, breeders/owners must provide the most recent service details and, when applicable, submit the current season’s covering certificate.

50. Thai Stud Book must be notified immediately if the exportation schedule is adjusted or cancelled after having endorsed the passport whereby the passport must be returned for the correction or cancellation of the endorsement.

 

Registration of Breeding Establishments

 

51. Breeding Establishments (All stud farms and private breeders) are required to be registered with Thai Stud Book before any acceptance of horse registration. Information such as the name of the breeder, owner or authorized person, contact address and telephone number shall be filled in Thai Stud Book’s prescribed form.

52. Thai Stud Book will consider registration of Breeding Establishment upon receiving the following documentation:

      • Application for registration duly submitted by the owner of the Breeding Establishment.
      • Supporting documents to be submitted as per the details indicated in the request letter.

53. Changes to Ownership of Breeding Establishments or Proprietor or Partner or Director of the Breeding Establishment must be reported to Thai Stud Book immediately. Failure to do so will render no reports being allowed to be lodged by that Breeding Establishment.

 

Branding

 

54. Stud farms and private breeders may propose to register a brand mark at the time of application for registration as stud farm or private breeder. Thai Stud Book has the right to reject the proposed brand and ask for a change in design if it is identical or similar to brands already registered in Thailand.

55. Branding of a foal by the owner or stud farm is allowed but must be carried out no less than two weeks before the foal is physically inspected for DNA-sample collection so that the brand is clearly visible. The brand must have prior approval from Thai Stud Book and must be administered on the horse’s right shoulder only.

56. Breeders/owners wishing to change brand designs from the one proposed in the Farm Registration form must obtain an approval for the new design from Thai Stud Book.

57. Cases of error in branding or changing of brands without prior permission will result in the delay or possible refusal of the foal’s entry.

58. Thai Stud Book has the authority to order the re-branding of a horse if a brand fails to meet Thai Stud Book’s standards; for example, in cases of faint or unclear brand.

Naming

 

59. A race horse’s name is registered at the time it applies for speed test (time trial). The proposed name is filled in the application form to be submitted to the Central Registration Office and will become official on the day of the speed test when it is identified and branded. A horse is fully registered for racing upon passing the speed test.

60. Owners wishing to change a horse’s name from the previously proposed name on the speed test application form must notify the Central Registration Office as soon as possible and notification must be made before the day of the horse’s first speed test when it is to be identified and branded. Any changes of names after that, the owner is subject to pay a fee of 15,000 (THB) per change.

61. The Racehorse Registrar is in charge of approving the proposed names for race horses.

62. Names of unraced horses to be registered as stallions or broodmares are approved by Thai Stud Book upon application whereby in such cases, the same Rules on Naming as used for race horses are also applied.

63. Under no circumstances can names of stallions or broodmares be changed.

64. As required by International Stud Book Committee (ISBC), Thai Stud Book is signatory to Article 14 on Registration of Name of International Agreement on Breeding, Racing and Wagering (IABRW), and therefore, the following restrictions from the “Rules on Naming” applies:

      • Names of stallions cannot be re-used unless a period of 15 years since their death or last report of covering has passed OR if the stallion’s age is 35 years or more (whichever is the soonest).
      • Names of broodmares cannot be re-used unless a period of 10 years since their death or last report of covering has passed OR if the mare’s age is 25 years or more (whichever is the soonest).
      • Names of all other horses cannot be re-used unless a period of 5 years since their death has passed OR if the horse’s age is 20 years or more (whichever the soonest).
      • Names identical to those appearing on the “International List of Protected Names” are not permitted.
      • Names cannot have more than 18 characters, including signs and spaces.
      • Names of public persons cannot be used, unless permission has been given.
      • Names followed by numbers are not permitted.
      • Names made up entirely of or include initials, figures or signs are not permitted.
      • Names with meaning, pronunciation or spelling thought to be obscene or insulting are not permitted.
      • Names, in spelling, identical to or in pronunciation, identical or similar to a protected name or a name registered for a horse whose year of foaling is within 10 years of a horse in question are not permitted.
      • Names starting with signs other than a letter are not permitted.

65. The suffix (THA) is used for all horses born in Thailand and is only shown in the horse’s pedigree when documents are sent overseas.

Certificate of Identification and Passport

 

66. A certificate of identification completed and signed by a panel veterinarian will be issued when a horse has been DNA typed and parentage validated and it shall contain the name of the sire and dam, sex, date of birth, color, markings and distinguishing marks such as brands.

67. A passport is issued to owners for identification purposes and pedigree details of the horse and must accompany the horse at all times for use as reference when the horse is covered, transferred or exported. Passports must be sent to Thai Stud Book for endorsement in cases of change in ownership or change of status from racing to breeding or vice versa.

68. The passport is meant for use throughout the horse’s life and any change of the horse’s status e.g. from racing to breeding or if a horse is named, gelded or transferred must be recorded or endorsed on the passport by Thai Stud Book.

69. The passport is considered as property of Thai Stud Book and Thai Stud Book has the right to recall passports at all times.

70. Owners wishing to request for Thai Stud Book to re-issue passports to replace ones that have been lost must submit the following:

      • A letter requesting for issuance of replacement copy, stating details of the horse.
      • A police report confirming the loss.
      • Replacement copy issuance fee of 500 (THB) each.

 

Parentage Validation

 

71. A horse must be genetic typing to become eligible for inclusion in the Thai Stud Book.

72. A foal’s DNA type is matched against the DNA types of its sire and dam as a method of parentage validation. If the foal was conceived abroad, Thai Stud Book will coordinate with the appropriate stud book authority to obtain the DNA type of its sire at stud overseas.

73. Genetic typing (DNA typing) fee is 2,500 (THB) per horse. In cases where second tests are required, the breeders/owners are responsible for the payment of such fees, and, if the second test results showed inclusion according to the initial reported parentage, these fees are to be refunded.

74. The certified laboratory which provides genetic typing and parentage validation services to Thai Stud Book is the Equine DNA typing Laboratory of Equine Parentage and Animal Genetics Service Centre Massey University, BNZ – Palmerston North, New Zealand. This laboratory is recognized by the International Society of Animal Genetics (ISAG) whereby the laboratory must undergo ISAG’s regular comparison tests.

 

Enquiry Procedure and Investigations

 

75. In case any incorrect or incomplete records and information are received in respect of breeding, birth, identity documentation or any other types of documents, Thai Stud Book may act as follows:

      • An inquiry officer will be nominated who conducts the inquiry and investigation about the case and will report the results to Thai Stud Book. The inquiry officer will have full authority to conduct any investigation and check all the necessary records and documents relating to the concerned horse.
      • The owner or the concerned Breeding Establishments are required to fully cooperate with the inquiry officer.
      • Thai Stud Book will review the report and will communicate findings to the concerned owner or breeding establishment and they will be given an opportunity to submit any other information and documentation. Thai Stud Book will then decide as deemed appropriate.
      • In case it is proven that the owner or the breeding establishment has fraudulently provided the information and documentation or have had any negligence in this respect Thai Stud Book may consider rejecting the documents and eliminating the horse name and record from the Stud Book.

76. Under no circumstances shall horses that have not been genetic typed be accepted for racing registration. When a foal is excluded from its reported parentage, following procedures are taken:

 

Foal born from stallions standing in Thailand

 

      • With hold the horse’s registration and inform concerned authorities. Notify the breeder/owner and ask for suggested alternative parentage.
      • If the reported parentage stands a second set of hairs samples from the foal, its dam and, if necessary, its sire is collected and sent to the genetic typing lab.
      • In case of changes of parents from the reported parentage, a letter of confirmation with an explanation for the change from the breeder/owner is to be submitted.
      • If the result of the foal’s second test still shows exclusion to its reported parentage, the foal’s registration is to be terminated and it is excluded from Thai Stud Book.

Foal born from stallions standing abroad

 

      • With hold the horse’s registration and inform concerned authorities to notify the breeder/owner.
      • Ask the laboratory to re-test and confirm the initial findings using a second set of samples.
      • Inform the breeding establishment concerned giving them an option of sending a fresh set of samples to any other ISAG accredited laboratory to contest the findings.
      • Thai Stud Book will also send the samples to the other designated laboratory for confirmation of the discrepancy. The costs shall be compensated by the owners, breeding establishment.
      • If the result of the foal’s second test still shows exclusion to its reported parentage, Thai Stud Book will coordinate with the stud book authority of exported country.
      • Thai Stud Book and the stud book authority of exported country will decide any other alternatives in resolving the matter.

Microchip

 

77.  As part of Thai Stud Book’s registration procedures, all foals to be registered shall be implanted with microchips at the time of their identification and DNA sample collection by panel veterinarians. The fee for microchip implantation is 300 (THB) per horse.

78.  In case an implanted microchip should deteriorate or become faulty (not responding well to the reader), re-implantation of a new microchip will be immediately carried out at Thai Stud Book’s expense.

79.  All horses to be re-implanted with microchips are subject to thorough identification, which involves the inspection of the horse’s physical appearance including the checking of age, sex, color, markings and whorls. Any passport from the original stud book certificate will lead to the proving of the horse’s identity by means of DNA type comparison and in such case, the horse’s DNA sample will be collected after the re-implantation process.

80. Racehorses coming to the racecourse for the first time for speed tests (time trials) must go through thorough identification inspection which also includes microchip reading. Once a horse is registered for racing and is given a race brand, microchip reading will, on race days, play a major role in the identification process.

81. Thai Stud Book will implant microchips in Thai-born horses and imported horses; If import horses are not subject to microchip implantation.

Color Coat and Genetic Laws

 

82. Thai Stud Book strictly adheres to two coat-color inheritance principles for thoroughbreds of which, in all cases, state that:

      • The breeding of a chestnut sire and a chestnut dam must always produce a chestnut-colored foal. (This does not, however, imply that all chestnut foals must come from chestnut-colored parents.)
      • A grey foal must always come from at least one grey parent.

83. Bay stallions with records of producing all bay-colored foals from 12 chestnut mares or more per year will be categorized as “Dominant Bay” stallions. If later on in life, it should occur that a recognized dominant bay stallion came to produce a chestnut-colored foal out of a covering with a chestnut mare then this stallion will no longer be categorized as a dominant bay.

Remittances

 

84. All fees and charges, whatsoever, shall exclusively be remitted to the appointed bank account of Thai Stud Book. The payments can also be made by a registered cheque in the name of Stud Book Authority of Thailand, payable to the nominated bank account.

Miscellaneous

 

85. Communications to Stud Book Department. All communications to Stud Book Department are auctioned or acknowledged within 15 days of their receipt, most of them with a computer printout. In case a breeding establishment does not receive any acknowledgment within one month of its communication, it will be the onus of the concerned breeding establishment to make further enquiries.

86. The Standard forms for registration, the breeding establishment / breeder, which / who owns the stallion can contact to obtain such documents at the Thai Stud Book office or contact via email studbook@thaihorseracing.com.

87. All information lodged with Thai stud Book by way of any reports and returns in respect of horses registered is public information other than pertaining to DNA Typing or Blood Typing or any other method of genetic identification as more clearly specified in Rule XV as this information is proprietary information of the Thai Stud Book and shall not be supplied to any other person (with or without payment) except to another approved Stud Book Authority for the sole purpose of identifying a horse exported from Thailand.

88. The Stud Books of the following countries below have been designated “approved” by the International Stud Book Committee. Horses from these countries will carry the suffixes indicated, when exported. These suffixes used are the same as that of the United Nations.

Conditions of Entry into the Register of
Thailand Non-Thoroughbred Horses

 

1. The Register of Thailand Non-Thoroughbred Horses (TNTBH) records births of Non Thoroughbred progeny born in Thailand subject to these overall Conditions of Entry into TNTBH.

Broodmares

2. To be eligible for registration as a broodmare in TNTBH, it must be demonstrated that she:

      • has won a flat race under the Rules of Racing of any recognized Turf Authority in Thailand, or
      • has bred such a winner, or
      • is closely related to such a winner, or
      • was herself registered as a foal in a previous Volume of TNTBH, or
      • Though fulfilling none of the above conditions, she can show other reasonable cause for being considered eligible.

3. In addition to satisfying one of the above eligibility conditions, the mare must have a registered name under the Rules of Racing of a Thailand Horseracing Association, prior to registration as a broodmare.

Stallions

4. To be eligible for registration as a Stallion in TNTBH, it must be demonstrated that he:

      • has won a flat race under the Rules of Racing of a recognized Thailand Horseracing Association, or
      • Has already sired the winner of a race listed in 4a. above, or
      • Was himself registered as a foal in a previous volume of TNTBH.

5. In addition to satisfying one of the above eligibility conditions, the horse must have a registered name under the Rules of Racing of Thailand Horseracing Association at the time of covering. Notwithstanding the above Conditions, the Stud Book Authority of Thailand reserves to itself, the overall right to decide which horses may be admitted, excluded, or removed from the Register of Thailand Non-Thoroughbred Horses (TNTBH) and related publications.

Identity

6. Before any Stallion or Mare can be registered in the RINTBH as breeding stock, the horse’s identity must be established. This is achieved by:

      • The completion by the horse’s owner of the appropriate Stallion or Broodmare Registration Form, recording the horse’s registered name, color, age, pedigree, (if registered) present owner, and previous history so far as known.
      • Tracing the horse through all its ownerships since birth, if necessary, in particular by reference to its Foal Identity and Vaccination Certificate and / or Passport, and obtaining signed certificates of sale where necessary.
      • The provision of current markings of the horse, taken by a Panel Veterinarian.
      • The provision of the horse’s DNA type or Blood type with any necessary sample collected by a Panel Veterinarian.

7. Such sample of DNA analysis/ Blood type to be used in parentage verification cases and identity checks. In addition, Stud Book Authority of Thailand reserves the right to retain each sample for future reference.

8. No horse can enter the TNTBH unless it and its sire and dam are each the produce of a natural service or covering, and unless a natural gestation took place in and delivery was from the body of the mare in which the foal was conceived.

9. In the case of imported hors

10. s, an Export Certificate identifying the horse must be received from the Stud Book Authority of the country from which the horse has traveled. For imported horses visiting Thailand for less than nine months the requirement for the provision of an Export Certificate may be replaced by the lodgment of the horse’s passport currently endorsed by the relevant authority of the Country from which it has traveled, issued by the Stud Book Authority with which it was registered.

11. No horse may be registered as breeding stock retrospectively, after it has died, except at the discretion of the Stud Book Authority of Thailand and only if the horse’s DNA or blood type has been officially established prior to the horse’s death.
